What I see is that we have a really efficient engine of converting bachelor degrees into doctoral degrees for women in STEM.” And what I also see is that we have an incredibly efficient engine of converting undergraduate degree production into PHD at least compared to all the other institutions amongst HBCUs. So then, how does this translate into policy, where should we be spending money? Should we be really trying to squeeze more blood out of the stone by holding these institutions more accountable to produce more PhDs, or should we take advantage of that engine and support the number of undergraduates and look at things like retention and graduation, those broader issues; and take advantage of this really efficient engine that now exists.
